    Hallo again

    Would you please correct the following cloze? I have to use that, wich and who.


    A steel plant makes sense for a country which has readily available supplies of iron ore and fuel.

    The govermental policies who developing countries follow to foster ecomonic development are largly identical.

    For many a developing country, an international airline is a mere status symbol which does not make the slightest economic sense.

    A political leader who gives priority to unprofitable prestige objects does not act in the best interests of his country.

    The developed countries must provide the trained manpower and technical know-how that the developing countries lack.

    They would save money if they imported directly form the U.S. the cars which are now being produced locally.

    The country which I'm talking about is very different from other developing contries.

    By the way: Would you please explain to me the meaning of to foster in the second sentence of the cloze?

    Foster = look after and help it develop and grow
