Can we apply the term 'eco-system' to a non-ecological process? Eg "he has designed the eco-system of the university to be the leading educational institution in the country"?

I'd say not. If you did, you'd have to explain what you meant by it.

In any case, your sentence is wrong. You are saying that the eco-system is to become the leading educational institution in the country.

(By the way, what do you mean?)

Thanks for your response. I share your views completely. At an educational institution in my country, this term was used in exactly the same context. When I pointed out the wrongful use of the term, and the ambiguous meaning of the sentence, I was told I was being pedantic. Now I shall try again to push my point across. Thanks again.
