Is the sentence correct?

She talks to much but what she talks has sense.


I think, it should be 'She talks to much but what she talks about has sense.'

I think, it should be 'She talks to much but what she talks about has sense.'

Nearly, but a better way to say it is,

She talks too much, but what she talks about makes sense.

I'm pretty sure that's the intended meaning.
