    "Good walls make good neighbours"
    what does this mean?

    It means that your relationship with your neighbours depends (among other things) on the respect of one another's privacy. Good walls means that it's physically impossible to invade someone else's territory without gaining admittance through the door; good manners mean that both you and your neighbours will avoid "invading" each other's privacy.
