Which sentences are correct?

1. I have a matter to attend to.
2. I have a matter to tend to.

3. He attended to the victim.
4. He tended to the victim.

I would say that 1 and 4 are correct, but I'm not sure.

Can you explain these sentences to me? I don't understand them. I thought I knew the words, but it seems they have some other meaning that I have no idea of.
