They could both be correct, it depends on the context.

He means you can say "Food and drink" or "Food and drinks", but the choice depends on the situation.

If someone says there is not enough context to decide which version to use, it is usually a request for more information about the context in which you want to use it - and an implicit statement that he is not going to work through all the possible connotations without knowing which usage is appropriate to your needs.
