    It's a clause that couldn't be a complete sentence on its own:
    The president, who was clearly shocked by the resignation, didn't want to face the press.

    The president didn't want to face the press- this is an independent clause as it could be a sentence on its own.
    who was clearly shocked by the resignation- can this stand on its own? No, because it is not a question here, so it is dependent on the rest of the sentence.
