what is the difference between connect to \ connect with ?
This road connects Cairo[ to – with ] Alexandria.

They mean the same thing. I would use "connects with" since "connects to" implies a more literal connection, but the difference is very slight. Either one would be accepted without a problem.

I agree. It is a matter of preference. We tend to use connect with, when using names (of persons/places)and connect to for things other than names: as:
John and Mary were connected with each other during the meeting.
This tunnel connects England with France.
Please connect this end of the pipe to the input point of tap.
