"no quiet spaces in the head"

What is the meaning of "no quiet spaces in the head"?

I cannot find it in the phrasel dictionary. How can we use it in a sentence?

    Thanks.

Can you give us the context in which you first saw this phrase? I have not seen it before.

Believe it or not, but it's in my son's homework who is in Grade 5 and we have been trying to search the meaning for so long already.
There's a picture of a boy zipping his mouth. We need to look at the picture and write a sentence with this phrase.
