    What does 'at play' mean(without an article)?

    What does 'at play' mean?
    Does it mean anything like 'to take part in football game'?

    at play = involved in playing, busy playing.

    eg.

    Our children's hospital has a new "Kids at play" program.

    at play= going on at the same time,

    There are many factors at play = many factors to consider, happening at the same time.
