[Grammar] Suggested .....

I did some search work for the use of 'suggest' yesterday.
One website gave the following examples:

John suggested I stole his son's wallet and went shopping. vs. John suggested I steal his son's wallet and go shopping.

The teacher said the first sentence meant that I was a thief according to John's insinuative words; the second line meant John actually would like me to steal his son's wallet for whatsoever reason.

My question is: is it better to use past perfect tense for the first?

like: John suggested I had stolen his son's wallet and gone shopping.
