    May I know what it means ' he's up to no good ' ?

    It means he's planning or doing something suspicious or wrong.

    Breaking the sentence into parts:

    "no good" = bad

    for example, "he's no good" equals "He's bad".

    "he is up to" is similar to "he is doing"

    The question form:

    "What's he up to" means "What is he doing?"
