Default roll up her socks and roll them down

There's a sentence at the beginning of an article: During the Depression, Lavona Sherarts rolled up her socks in the winter and rolled them down in the summer.
And a related question is "Why did she do that?"
I know that sentence must have implied sth, but I just don't understand why this is because her family was poor?
So how can we get this kind of inference? Can you explain this for me? Thank you so much.

Maybe the suggestion is that because it was during the Depression, when people were very poor, she only had one pair of socks! In the winter she wore them up to her knees (rolled them up) and in the summer she simply pushed them down to her ankles (rolled them down).
