[Vocabulary] Can 'saying' be used to mean 'notion'?

I heard someone say:

There is a saying that the Koreans eat Kimchi for their every meal.

Evidently, he wanted to mean someone had said to him that the Koreans eat Kimchi for their every meal. Did he adopt the word 'saying' correctly?

Can we use 'notion' instead?

Yes, 'saying' is used correctly if people do say "Koreans eat Kimchi for every meal", or anything like that. Naturally, quite a few people must have that notion if it is to become a saying.
