Would you be kind enough to tell me whether I am right with my interpretation of the expression in bold in the following sentence?

My cousin is so much in love that she scarcely knows whether she is coming or going.

not to know whether one is coming or going = get into a tangle

Yes, though it doesn't have to be a tangle; it could just be that's she's not really thinking about everyday things and may appear disorganised.
