What does it mean? For me it sound like a phrase used to describe amounts of something. For example,
It is an ocean full of desperate people outside the parliament protesting against salaries reduction.

Does it sound ok to you?

mm!!, i think its about the climex of the events or "the peak" , isnt it?

Alex, if you are describing a crowd of people and what that crowd looks like, you might say that there is an "ocean of faces" out there.
