    Choice A may be grammatically correct, but it is ambiguous.

    Additionally, to-infintives express an unrealized event. An event that hasn't happened yet or the speaker has yet to experience.

    A settled matter. (realized)
    A matter that is settled. (realized)
    A matter to be settled. (unrealized)
