    Hello!
    I was wondering if this term is an expression.

    High hopes.

    For example youe friend says that he wants to go to The Oxford University and you tell him ''High hopes''

    As a standalone phrase, no. It's usually used to show that someone has strong expectations that something will/might happen.

    I have high hopes for my daughter's education. I think she'll get into Oxford University.

    In your example, what did you mean by "High hopes" as you wrote it? Did you mean "I think that you have high (possibly unrealistic?) expectations"?
