    My answer is



    2-After being attacked the police arrested two of the thieves.

    Am I right?

    No, that doesn't work either - it sounds like the police attacked themselves. The original was actually the better choice because it doesn't require a passive construction.

    After being attacked by the police, the thieves...
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
