Is there really any difference between these sentences?
Correct me if I'm wrong but I think they are merely different ways of expressing the same thing.

There are no chairs in this room. Vs There is no chair in this room.

There isn't a chair in this room. vs There are not chairs in this room.

These are the only correct versions.

If you're talking about a general absence of chairs, then we would rarely use "There is no chair in this room".

If you're talking about the absence of one chair, then we might.

I entered the room but there was no chair for me, so I went to get one from another room.
