What should be the correct preposition after the verb " submit" ? Which of the following two sentences is correct ?

Candidates are required to submit their names to the Principal.

Candidates are required to submit their names with the Principal.

"To" is the correct preposition.

"submit to" also means "to yield or surrender to someone"
