Outside of the speaker's/listener's current environment, or in a greater milieu of some sort, and not 'here', dependent on the context:
'They say there's plenty of opportunities out there, you just have to look carefully and you'll find them.' -- out in the general world of commerce, industry and employment.
'He was out there shouting and yelling.' -- outside in a place specified in the context.
'The police tell me they've finished their investigations out there' -- out at the scene of the crime or another place under investigation, which is not near 'here'.
'You know I don't see out there' -- out in the dark (?)
