Cluster means "a group of similar things that are close together, sometimes surrounding something."

The word she was about to use, but stopped half way though, was (excuse me for swearing) "clusterfuck".

It's a swearword which she didn't want to say in front of her father so caught herself and prevented herself from finishing, replacing it with the less descriptive but reasonably synonymous "mess". (Useful plot device for the author to avoid an actual swearword, but have everyone know which one she means if you ask me!)

It's a swearword which refers to a very messed up situation where pretty much everything that can go wrong, has gone wrong.
