    • The Director General's visit was not just a curtsey visit but a first step towards initiating a move aiming at compelling "Tornado" to cooperate with the NPC.

    • In few months the Director General is about to update the NPC on the results of his efforts to persuade "Tornado" to join the agreement, ahead of the conference to be summoned by the NPC Secretary General, in order to make progress in the negotiations.

    • It might then become clear that the Director General's meetings in "Tornado's" facilities weren't polite gestures but intended to turn into footnotes in his report which might accuse "Tornado" of not cooperating with the NPC.
