A:What is the use of all these devices?
B:They help us put out fires.

Uses of devices - each device has a use of some kind. For example,

A: what is the use of these devices?
B: This one tells us the temperature. This one pumps water. This one ...

"Devices" could be used for both meanings depending on how you use the word. But you would have to be clear with additional description. You should include some examples in context in your posts which is possibly one reason why no one responded to your previous post. So, for homework, submit some complete sentences with "devices".

What is "textuke"?

1. My inference is that (a) and (b) have the same meaning as stated. The key words here are, of course, "use/uses". In (a) "use" is used in a general sense to imply that the PM wants to increase the effectiveness of the devices, possibly for additional applications. The same is true in (b) except that the speaker is being more explicit in suggesting the possibility of more uses of the devices.

2. I would offer the same comments for #2.
