Would you say that "land parcelling" and "land apportionment" mean the same?

No. It looks as if it should, but apportioning is allotting [aha - that sort of 'lot', like 'parking lot' or 'vacant lot'...] - specifying that something belongs to someone. (Curiouser and curiouser - an 'allotment' doesn't belong to the person who tends it.)

And land parcelling is simply dividing land into smaller pieces?
