Welcome to the forums.
They are both incorrect. #1 would be correct as, "Are there any scholarships provided..."

Do you know what time it is?
and
Do you know how much it is? These two would be correct if you wrote them in English not text speak and started them with a capital letter.

but is it necessary to use ing form if the question started with are/ is?
like "are u preparing?"
that means
Are there any scholarships providing by this program? is wrong?

and
if i go to the shop ask the salesman:how much it is?
and i ask somebody :what time it is?
is it werid?

and
is the word 'any" must be singular?

Can you please re-post your question using correct English (to the best of your ability). Don't use text speak, such as "u" for "you", and do start your sentences with a capital letter.
