    I think it could mean that

    Two hundred students are graduated from the State University every year.

    It generally depends on the school, at least here in the US. Most people would say "Oklahoma State University" but Ohio insists on "THE Ohio State University."

    So basically if there is no official preference you might well leave "the" out?

    "Kyiv Medical State University"
