    1-The conditions as discussed above will be applied.

    Does this mean:
    a-the application will be in the manner discussed above
    or
    b-the conditions will be applied and the conditions will be in the exact form discussed above

    The difference is small but I think there is a difference.

    The second one is correct.
    Yes, there is a difference.But 'will' in the sentence qualifies 'conditions' and not the manner of discussion
