[Grammar] something missing

Hello everybody,
In a website I found the following question:

"How does one develop a love relationship where neither the boss?".

It seems to me that the sentence, like this, can't be correct.
But I thought that maybe it could be "American English", which I do not know, but that I've been told is sometimes to sound incorrect to those who speak "British English".
Is that so or is the sentence just wrong like it is?
By the way I do realize my english is far away from being perfect... :roll:

We need is following neither in BrE - and in all other mainstream dialects as far as I know.
