    how to disambiguate this

    the sentence:
    Also familiar are the policy instruments of government spending , taxes, and the money supply

    seems to be able to be interpretated in two ways:

    Could you please help me understand which is correct?

    I think the first seems more likely- it's the policy instruments of the three IMO.
