    1. Could you figure out what it is if you hear the
    term 'bid-rigging'?
    2. Could you figure out what it is if you hear the Japanese
    term 'dango'?

    from the internet:

    I guess it means that there is some stuff going on "under the table" in order to win the bid and it's considered illegal.

    As for your other questions about dango, I have no clue and little time to read the whole thing. Sorry.
