    Is he from Dallas?

    Oh, no, he retired here.

    Does it mean he came to Dallas after he had retired and before he lived somewhere else?

    He lived and worked somewhere else and then came to Dallas after he retired.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
