A. Has he ever received a scholarship? If yes, how much was it?
B. He's applied for a scholarship for a couple of times but he has never got one.

- Are these sentences grammatical and natural?

They're OK. Note that in AmE, we use gotten as the past participle of get. Also, you do not have to repeat he in the 2nd sentence. While I have added for at the end of the first sentence, I still don't like the practice of ending a sentence with a preposition. However, as you asked if the sentence is natura, I will say that it is. Insofar as grammar is concerned, I'll leave that for others to answer.
