Please check out the following sentences.
Are they acceptable? Which is better?

(1) In stead of pinning the fault on others, the governmental officer takes the entire responsibilities.

(2) In stead of blaming the other people's fault, the governmental officer takes the entire responsibilities.

(1) Instead of pinning the blame on others, the government[STRIKE]al[/STRIKE] officer takes the (entire) responsibility. ("fault" is not correct there)

(2) Instead of blaming [STRIKE]the[/STRIKE] other people [STRIKE]'s fault[/STRIKE], the government[STRIKE]al[/STRIKE] officer takes the (entire) responsibility.

I would say it sounds more idiomatic to talk of someone taking full responsibility. Also without the definite article 'the'.

Take the blame [for something].
Take [full] responsibility [for something].
