The inspectors discovered that 60 miles of new metal shelving had started to rust and needed to be.....

A.Substituted
B.Replaced
C.Abandoned
D.Rejected

I think it is B but I am not sure about that. And what is the differences between Substitute and Replace?

Rejected. They are inspectors. Inspectors inspect things and either accept or reject them.

If the shelves were already installed when they were inspected, then they would have to be replaced.

To me, "...needed to be ..." is a passive statement, so it is the metal thing that needs replacing, not the inspectors. :)

That's a really excellent point about the inspectors. If it was a new quantity and they arrived already rusting, then yes, rejected.

If they were installed recently and as part of a routine maintenance inspection they were found to be rushing, then yes, replaced.

Was the maker of the question thinking of quality control inspections on incoming product, do you think?

(I can't even fathom what 60 miles of shelves looks like!)

I'm out of sugar for my coffee. I'll have to substitute artificial sweetner.
The fan is broken, I'll have to replace it.

In the case of replace, the item is already in place, presumably performing a function of some kind and stops performing that function. To resume whatever the function is, the item will have to be replaced.

In the case of substitute, a particular item is needed for use (sugar), but it not available. So, you have to use some OTHER item in place of the needed item.

A substitute can also be temporary. Like when a schoolteacher is ill and the school has to hire a substitute teacher for the day.

But if a worker retires, the company has to hire a replacement.
