Would you tell me whether I am right with my interpretation of the expression in bold in the following sentence?

Violet. I hope you will be more careful in future about the things you say…
Tanner (bowing to the storm). I have no defense…(B. Saw, “Man and Superman”)

The Town Council wanted to close the gardens on Sunday, but they bowed before the storm.

bow before the storm = give way to pressure of the public opinion
