Can a service be said to have a defect? I don't think so, but a service can be defective. Would you agree?

Technically, you're probably right, but I think most native speakers would reserve the term defective for a manufactured product with a mechanical imperfection.

I think that if the system were flawed in some way and didn't do as complete or precise a job as others were doing, it might be used.
