1-His parents raised him to become a great man.
Does this imply that they intended for him to become a great man?

Could one say:
2-His parents raised him to become a thief.
(I am assuming that they did not want him to become a thief.)

Could one say:
2-His parents raised him to become a thief.
(I am assuming that they did not want him to become a thief.) It implies that they intended that he should become a thief.

I think b is much better, a is ambiguous.
