    Will that be all?

Seller:"Will that be all?"(at a fast food retaurant)
Seller:"Will that be for here or to go?"(at a fast food retaurant)

Does "Will" express future in these sentences?
And is it politer than asking
    "Is that be all?"
"Is that be for here or to go?"?

And can the seller use "would" instead of "will" in this case?

I'm having trouble understanding the nuance.

    Many thanks in advance.
