Hi! last week I said to a friend see you! and he answered, " as soon I hope". is this sentence correct? and what does it mean?

He probably said, "And soon, I hope", which makes sense.

As soon as, I hope (= as soon as possible, I hope) could also make sense- in BrE, at least, we sometimes just say as soon as.
