    'are to be found' and ' are found'

    Over 90 per cent of people live in towns and citis, where most jobs are to be found and new job opportunities are created.


    in the above the author wrote "are to be found" and "are created".


    what is the difference of the meaning between " are to be found" and " are found"?

    please answer me.

    "New job opportunities are created" is a passive sentence as you probably know. And "are found" is used in passive sentences as well.

    "are to be found" = "are to" + "be found"
    Here "are to" has got a specific meaning: "it is supposed that", "it is expected that".
    So "where most jobs are to be found" = "where it is expected/supposed that most jobs are found"
