The given answer is B.
We can also say 'Being allowed to join the club makes him excited', can't we?'
If we can, is there any difference between them?

I'd say it's a better answer. "Being allowed" serves as a noun, a better answer to "what" than "having been allowed."

Having been allowed to join the club, he was so happy even a casual observer could see it. -- that works.
