Not quite sure I understand your question, but what I think the sentence is trying to get at is that an attack prompted an international response. At least, this would be the meaning of the second sentence with answer C injected. The first sentence doesn't make sense.

I suspect it should be like that:

The Somali robbers' frequent attacks on the sea urged the United Nations to call on all nations to take immediate action.


urge (verb) = to strongly suggest that someone does something

Hope it will help.
