The police officers had probable cause (legal reason) to search the citizen's vehicle because there was a small bag of marijuana in plain sight on the passenger's seat.

 Students should note that it would have been an illegal search if the drugs had been in the glove compartment, and so not in plain sight.

I didn't give enough detail in my answer - in that particular scenario I meant that a police officer had stopped a car for speeding. When the officer spoke to the driver, he saw that there was a small plastic baggie of what appeared to be marijuana in plain sight on the passenger's seat. (As stupid as it sounds, I've seen this happen on COPS.) (Speaking of COPS and "in plain sight," there was an episode where they stopped a guy for driving erratically. The driver had a marijuana joint tucked behind his ear, yet during the ensuing interview he denied ever using drugs, etc.)
