    Default short out the whole block?

    In this, the ghost suddenly appeared to Melinda, scaring her and made a refrigerator close hard. and after being scared, she said the underlined part.
    Does it mean "you will make the electricity off in the house or in the village"? The translation goes "you wake up the whole village", but I think it's the house. And What is "calm down"?

    Ghost: Are you dead, too?
    Melinda:
    Uh, no.
    ghost:
    What is that?
    Melinda:
    It's your energy. You have a lot of pent-up anger,
    and i would calm down before you short out the whole block.

    "calm down" means to quieten down, become more calm, less agitated.
    "short out the whole block" means to cause an electrical malfunction (short-circuit) in the whole city block, or block of apartments etc. Or it could be used figuratively without referring to any block in particular.
