    Hi,

    Please check if it is correct to say:
    He was charged with the responsibility to teach 8-grade English language.

    As 'charged with' has the idea of being given responsibiliy, I think there is redundancy in your sentence. I would say:

    He was given responsibility for teaching English Language to Grade 8.
    He was given responsibility for teaching Grade 8 English Language.

    The following is also acceptable, though it is not something I would say:

    He was charged with teaching English Language to Grade 8.
    He was charged with teaching Grade 8 English Language..
