    ***** NOT A TEACHER *****

It is an old saying, but it is still true:

    "Practice makes perfect."

If you want to speak well, you simply have to speak English

as often as you can and with as many people as possible.

You have to find a way to speak with native speakers,

maybe with foreign tourists? Maybe the best way is to have a

friendship with a foreigner who does NOT speak your first language.

    ****NOT A TEACHER***

    You should say a university.

In my opinion you need to participate in some conversation classes, there are lots of beneficial books can teach you how to use the most common and polite phrases that native ones use in their daily speech, you need a teacher in your home town and some partners to practice speaking together.

Then do what TheParser said beforehand, actually his suggestions are very helpful but in order to engage in a simple and understandable conversation, EFL students need to be prepared.

But making foreigner friends is not some thing so hard, there are lots of people taking part in PenPal Forum just for this very reason.

    Good luck

What opportunities do you have to practise speaking?
