    Everyone's hurrying in and out of the council offices, glad to get out of the wind and rain.

    If people hurry out of the offices, how are they glad to get out of the wind and rain? Please.

    Maybe to get from one office to another, they need to travel outside. Thus, they hurry in and out of the buildings.

    Or maybe they are hurrying when they leave the office to get to the shelter of their car, or the bus stop, or wherever their next destination is.
