    second best time

    Dear all,

    What is the meaning of " second best time" in:

    "SHE WAS ACTUALLY ACHIEVING THE BEIJING QUALIFIER FOR THE BEIJING OLYMPICS AT THAT AGE. AND SHE WAS RUNNING THE SECOND BEST TIME IN THE COUNTRY, COMPARED TO ALL OUR SENIOR RUNNERS AS WELL, NOT JUST AS A JUNIOR. AND IT WAS JUST AMAZING, THESE RESULTS."

    running best time means running the fastest in whatever sport she's running or completing the distance in the shortest time

    second best time is second fastest
